I read an interesting article in a Minnesota newspaper the other day. A neighborhood was having a problem with speeders. So, the local town gave ordinary people radar guns and had them stakeout, recording speeders and their license plate numbers as they sped by. There was no authority to actually write a ticket, but stern warnings were mailed to the offenders after the information was collected by the Police Department.
